In Line 21 of the Application.config File that is downloaded with the TruU Windows agent installer, you must edit the code shown in the image to the following for Azure Joined Devices: 
add key="RequireFido2" value="0"/
must be changed to 
add key="RequireFido2" value="1"/
prior to installing or packaging the Windows agent installer.
